Under direction from the Senior Capital Projects Manager, the Energy Program Manager will ensure energy-efficient operations in County facilities, direct long-term planning to define County energy maintenance and equipment replacement needs, and manage, coordinate and administer the work of consultants and contractors. 


This position requires a valid Certificate of Registration as a Professional Engineer in the mechanical engineering discipline issued by the State of California. The ideal candidate will have the leadership and technical expertise to address the challenges and take advantage of the opportunities that the position presents, including:


  • Develop a comprehensive energy management plan
  • Review the internal County program to improve energy-utilization efficiency
  • Modernize building controls and energy management systems
  • Expedite energy efficiency projects
  • Implement a building retro-commissioning program
  • Implement the recommendations of multiple building energy audits
  • Pursue alternative funding sources, e.g., grants and loans
  • Train and educate Stationary Engineers
  • Oversee development of technical specifications for energy conservation projects and programs
  • Oversee the design of energy conservation measures and projects; estimate project costs, payback periods and return of investment
  • Inspect and monitor energy conservation projects on site to ensure specifications are met
  • Monitor monthly utility billings; track energy consumption of all County buildings; record and report on the impact of implemented energy programs
  • Negotiate and coordinate the implementation of utility contracts
  • Develop recommendations for the County's utilities budget
  • Research and apply for grants, rebates and other funding sources for energy savings projects
  • Develop recommendations for energy policies for County facilities
  • Participate in the development and implementation of section goals, objectives, policies and procedures to optimize energy conservation
  • Coordinate activities with other County departments and divisions to insure effective delivery of services and compliance with County policies


A typical way to qualify is a Bachelor's degree in mechanical engineering or a closely related field AND three years of experience in facility engineering, design and operation, with emphasis on building controls for heating, ventilation, air conditioning (HVAC), boilers, lighting, electrical power distribution and automatic control systems. Possession of a valid Certificate of Registration as a Professional Engineer in the mechanical engineering discipline issued by the State of California.
